UNTIL 1982, Koreans had to return home like Cinderellas. It was against the law to stay out past midnight. Any kind of outdoor activity or business from 12 a.m. to 4 a.m. was strictly forbidden by the government. When the television aired the solemn national anthem at midnight, people were required to go to bed whether they wanted to or not. Even though the curfew was lifted in 1982, it took 20 years to break free from the 12-hour society time limit that had been a routine for several decades. In the 21st century, Korea is turning into a 24-hour society, which means now people can work, play, and do whatever they want whenever they want. The old saying, "There is a time and a place for everything," no longer holds true. The late night population has greatly increased, and the term, “night owls,” has become familiar. What has provoked this lifestyle change in Korea? And what kind of effects will this have on society?

“Let’s say you called the plumber to fix your broken boiler. However, the plumber is taking a break for the third time and it is only 11 a.m. In this situation, you might question whether this plumber would work the same way if it were his boiler that was broken at his own home. The same goes for people who throw away garbage in the park. They would not throw away garbage in their own garden; It seems that people’s instincts are to take good care of their personal belongings, while they take poor care of those things that do not belong to them.” This is an example from the book Bad Samaritans, written by Chang Ha-joon. This kind of argument might be applied to public enterprises being placed under private management. Many argue that when public enterprises are committed to private hands, all the problems of public companies will disappear. Just by putting public enterprises under private management, however, would the problems of public corporations really disappear?
